The Standing Committee on Aboriginal Affairs and Northern Development met at 11:04 a.m. this day, in Room 371 West Block, the Chair, Nancy Karetak-Lindell, presiding.

 

Members of the Committee present: Sue Barnes, Bernard Cleary, Jeremy Harrison, Nancy Karetak-Lindell, Gary Lunn, Pat Martin, Jim Prentice, Carol Skelton, Lloyd St. Amand and Roger Valley.

 

Acting Members present: Hon. Larry Bagnell for David Smith and Yvon Lévesque for André Bellavance.

 

In attendance: Library of Parliament: Mary Hurley, Analyst. House of Commons: Bernard G. Fournier, Procedural Clerk.

 

Appearing: Hon. Anne McLellan, Minister of Public Safety and Emergency Preparedness.

 

Witnesses: Office of Indian Residential Schools Resolution of Canada: Mario Dion, Deputy Minister. Canadian Bar Association: Jeffrey Harris, Chair, National Aboriginal Law Section; Christopher Devlin, Vice-Chair, National Aboriginal Law Section; Joan Bercovitch, Senior Director, Legal and Government Affairs. Assembly of First Nations: Phil Fontaine, National Chief. University of Calgary: Kathleen Mahoney, Professor of Law. As an Individual: Elmer Courchesne, Elder.

 
Pursuant to Standing Order 108(2) the Committee resumed the study on the Effectiveness of the Government Alternative Dispute Resolution Process for Resolution of Indian Residential Schools Claims.
 

The Minister made a statement and, with Mario Dion, answered questions.

 

By unanimous consent, it was agreed, — That the Committee proceed with consideration of operational budgets.

 

On motion of Pat Martin, it was agreed, — That the proposed budget in the amount of $68,500 for the study on On-Reserve Matrimonial Real Property, for the period of February 22, 2005 to December 31, 2005, be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

On motion of Pat Martin, it was agreed, — That the proposed revised budget in the amount of $36,700 for the study on Residential School Resolution, for the period of February 8, 2005 to March 31, 2005, be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

The witnesses from the Canadian Bar Association and Phil Fontaine made statements and, with Kathleen Mahoney, answered questions.

 

At 1:11 p.m., the Committee adjourned to the call of the Chair.
