Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hanger (Calgary Northeast) , seconded by Mr. Abbott (Kootenay—Columbia) , Bill C-221, An Act to amend the Criminal Code (no parole when imprisoned for life), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hanger (Calgary Northeast) , seconded by Mr. Abbott (Kootenay—Columbia) , Bill C-222, An Act to amend the Crown Liability and Proceedings Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Address in Reply to the Speech from the Throne

The House resumed consideration of the motion of Mr. Pacetti (Saint-Léonard—Saint-Michel) , seconded by Ms. Neville (Winnipeg South Centre) , — That the following Address be presented to Her Excellency the Governor General:

To Her Excellency the Right Honourable Adrienne Clarkson, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Governor General and Commander-in-Chief of Canada.

MAY IT PLEASE YOUR EXCELLENCY:

We, Her Majesty's most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament;

And of the amendment of Mr. Harper (Calgary Southwest) , seconded by Mrs. Skelton (Saskatoon—Rosetown—Biggar) , — That the motion be amended by adding the following:

“And this House regrets to inform Your Excellency that, once again Your advisers have recycled an empty vision, have resorted to grandiose rhetoric and intend to implement expensive programs at a time when Canadians are looking for practical solutions to the challenges we face, including lower taxes and debt, reducing government waste, promoting economic growth and jobs, reforming health care, protecting our sovereignty and strengthening the family.”;

And of the subamendment of Mr. Spencer (Regina—Lumsden—Lake Centre) , seconded by Mr. Lunney (Nanaimo—Alberni) , — That the amendment be amended by adding after the word “sovereignty” the following:

“, reforming Parliament to address the problem of the concentration of power in the Prime Minister's Office”.
