MINUTES OF PROCEEDINGS

Meeting No. 30

Wednesday, May 28, 2003

The Standing Committee on Transport met at 3:39 p.m. this day, in Room 269, West Block, the Chair, Joe Comuzzi, presiding.

Members of the Committee present: Rex Barnes, John Cannis, Joe Comuzzi, Liza Frulla, Roger Gallaway, Jim Gouk, Ovid Jackson, Stan Keyes, Mario Laframboise, James Moore, Marcel Proulx, Lynne Yelich.

Acting Members present: Joseph Volpe for Larry Bagnell and Joe Fontana for Pat O’Brien.

In attendance: From the Research Branch of the Library of Parliament: John Christopher, Principal Analyst.

Appearing: From the House of Commons: Hon. David Collenette, Minister of Transport.

Witnesses: From the Department of Transport: Louis Ranger, Deputy Minister of Transport, Transport Canada; Jacques E. Pigeon, Senior General Counsel and Head, Department of Justice; Marc Grégoire, Associate Assistant Deputy Minister, Safety and Security Group. From the Via Rail Canada Inc.: Jean Pelletier, Chairman of the Board; Christena Keon Sirsly, Chief Strategy Officer; Roger Paquette, Chief Financial Officer; Paul Côté, Chief Operating Officer; Gerry Kolaitis, Director, Financial Services. From the Canadian Union of Public Employees: Terry Twentyman, President, Airline Division; Kevin Beaith, Secretary-Treasurer, Airline Division.

Pursuant to an Order of the House dated Wednesday, February 26, 2003, consideration of the Estimates 2003-2004 - Votes 2, 5, 10, 15, 20, 25, 30, 35, 40, 45, 50, 55 and 60.

Hon. David Collenette made an opening statement and answered questions.

At 4:27 p.m. on motion by Joe Fontana it was agreed, -- That the Committee go in camera to hear the evidence to be provided by the Minister, without any recording.

At 4:30 p.m. the Committee sat in camera.

At 5:26 p.m. the Committee reverted to a public sitting.

Jean Pelletier made an opening statement and with the other witnesses, answered questions.

At 7:25 p.m., the sitting was suspended.

At 7:54 p.m., the sitting resumed.

Pursuant to Standing Order 108(2), Examination of the viability of the Airline Industry in Canada.

Terry Twentyman made an opening statement and with Kevin Beaith, answered questions.

At 8:40 p.m., the Committee reverted to sit in camera to discuss its future business.

It was agreed, -- That the Committee reconvene tomorrow morning at 8:30 a.m. in the Parliamentary Restaurant to decide on the proposed report to the House on Estimates.

At 9:25 p.m. the meeting was suspended.

At 8:30 a.m. this day, Thursday, May 29th, 2003 the Committee resumed its suspended meeting to consider a draft report on Estimates to the House. 

Members of the Committee present: Rex Barnes, John Cannis, Joe Comuzzi, Liza Frulla, Roger Gallaway, Jim Gouk, Stan Keyes, Mario Laframboise, Marcel Proulx and Joseph Volpe.

It was agreed, -- That the Standing Committee on Transport has considered the Estimates 2003-2004 and recommend that,

 

Pursuant to an Order of the House dated Wednesday, February 26, 2003 for the consideration of the Estimates 2003-2004 - Votes 2, 5, 10, 15, 20, 25, 30, 35, 40, 45, 50, 55 and 60.

 

The Vote 25 under Transport, Via Rail Canada Inc. for the fiscal year ending March 31, 2004 be reduced from $266,201,000 to 257,201,000 which is equivalent to 2.95 % a reduction of $ 9,000,000.

And that the Chair be authorized to present it to the House today as the Third Report of the Committee.

At 9:45 a.m., the Committee adjourned to the call of the Chair.
