Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Guay (Laurentides), seconded by Mr. Lanctôt (Châteauguay), Bill C-340, An Act to amend the Canada Labour Code, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, -- That, at the ordinary hour of daily adjournment later this day, there shall be no proceedings pursuant to Standing Order 38, but the House shall continue to sit and shall resolve itself into a Committee of the Whole to consider a motion ``That the Committee take note of proposals to modernize the Standing Orders'', provided that during consideration thereof: (a) the Chair of the Committee shall not receive any quorum call or any motion except a motion ``That the Committee do now rise''; (b) the Speaker may act as Chair of the Committee; (c) two Members may divide one twenty-minute speaking period; (d) when no Member rises to speak or four hours after the Committee commences its consideration, whichever is earlier, the Committee shall rise; and (e) when the Committee rises, the House shall immediately adjourn to the next sitting day.


By unanimous consent, it was ordered, -- That the motion to refer Bill C-16, An Act respecting the registration of charities and security information and to amend the Income Tax Act, to Committee before second reading be amended by replacing the words ``Standing Committee on Justice and Human Rights'' with the words ``Standing Committee on Finance''.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Ms. McDonough (Halifax), seconded by Mr. Proctor (Palliser), moved, -- That this House calls upon the government to respect the spirit of the evidence given by the Minister of International Trade before the Foreign Affairs Committee, who stated ``I can assure you that we are not seeking an investor-state provision in the WTO or anywhere else'', by refusing to sign any trade agreement, such as the FTAA or the GATS, that includes a NAFTA Chapter 11-style investor-state clause.

Debate arose thereon.

Mr. Robinson (Burnaby -- Douglas), seconded by Mr. Comartin (Windsor -- St. Clair), moved the following amendment, -- That the motion be amended by adding the words ``on April 5, 2000'' after the word ``Committee''.
