At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Tremblay (Lac-Saint-Jean), seconded by Mr. Chrétien (Frontenac -- Mégantic), moved, -- That this House strike a special parliamentary committee with the specific objective of considering the repercussions of the globalization of economies on governments' autonomy in preserving social cohesiveness. (Private Members' Business M-41)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Rock (Minister of Health), seconded by Mr. Normand (Secretary of State (Science, Research and Development)), -- That Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts, be now read a second time and referred to the Standing Committee on Health.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Bachand (Saint-Jean), seconded by Mr. Rocheleau (Trois- Rivières), Bill C-387, An Act to amend the Employment Insurance Act (elimination of the waiting period in a natural disaster), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was ordered, -- That this House, pursuant to Standing Order 119.1(1), authorize the Standing Committee on Human Resources Development and the Status of Persons with Disabilities to televise its meetings on Tuesday, November 30, and Thursday, December 2, 1999, in accordance with the guidelines pertaining to televising committee proceedings.
