Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. White (North Vancouver), Bill C-264, An Act to provide for the taking of samples of blood to detect the presence of certain viruses, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. White (North Vancouver), Bill C-265, An Act to amend the Criminal Code (violent crimes), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. White (North Vancouver), Bill C-266, An Act to amend the Contraventions Act and the Controlled Drugs and Substances Act (marihuana), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Aboriginal Affairs and Northern Development of Bill C-9, An Act to give effect to the Nisga'a Final Agreement.

Mr. Nault (Minister of Indian Affairs and Northern Development), seconded by Mr. Kilgour (Secretary of State (Latin America and Africa)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

Debate arose thereon.

Mr. Manning (Calgary Southwest), seconded by Mr. Scott (Skeena), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-9, Nisga'a Final Agreement Act, be not now read a second time but that the Order be discharged, the Bill withdrawn and the subject-matter thereof referred to the Standing Committee on Aboriginal Affairs and Northern Development.''

Debate arose thereon.
