Meeting No. 8

Thursday, December 2, 1999

The Standing Committee on Health met at 9:15 a.m. this day, in Room 705, La Promenade Building, the Chair, Lynn Myers, presiding.

Members of the Committee present: Yvon Charbonneau, Christiane Gagnon, Ovid Jackson, Lynn Myers, Bernard Patry.

Acting Members present: Jocelyne Girard-Bujold for Réal Ménard.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

Witnesses: Round Table I: From the Research Centre for the University of Laval Hospital Centre: Dr. Fernand Labrie, Director, CHUL Research Centre, Molécular Endocrinology Department. From the Vision Health Research Council of Canada: Dr. Martin J. Steinbach, Vice President. From the University of Toronto: Dr. Cecil Yip, Vice Dean of Research, Faculty of Medicine, Research Office. From the University of Ottawa Heart Institute: Dr. Tofy Mussivand, Professor of Surgery, Department of Surgery, Faculty of Medicine. From the Canadian Healthcare Association: Sharon Sholzberg-Gray, President and Chief Executive Officer.

Round Table II: From the "Cégep de Jonquière": Professor Michel Perron, Director, "ECOBES" Research Group (Study of living conditions and population needs). From the "Université du Québec à Chicoutimi": Dr. Marcel J. Melançon, Director, Genetics and Ethics Research Group of Quebec. From the Association of Canadian Teaching Hospitals: Murray Martin, President and CEO, Vancouver Hospital and Health Science Centre. From the Prairie Women's Health Centre of Excellence: Linda DuBick, Director. From the British Columbia Centre of Excellence for Women's Health: Dr. Lorraine Greaves, Executive Director, and Member, Interim Governing Council, CIHR.

Pursuant to its Order of Reference dated Monday, November 29, 1999, the committee resumed consideration of Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts. (See Minutes of Proceedings dated Tuesday, November 30, 1999, meeting no. 6).

The witnesses on Round Table I made opening statements and answered questions.

At 10:47 a.m., the sitting was suspended.

At 11:02 a.m., the sitting resumed.

By unanimous consent, it was agreed, -- That witness submissions be distributed to Members as received by the Clerk.

The witnesses on Round Table II made opening statements and answered questions.

At 12:59 p.m., the Committee adjourned to the call of the Chair.
