Monday, February 14, 2000
The Standing Committee on Health met at 4:45 p.m. this day, in Room 536, Wellington Building, the Chair, Lynn Myers, presiding.
Members of the Committee present: Yvon Charbonneau, Ovid Jackson, Bill Matthews, Réal Ménard, Lynn Myers, Paul Szabo, Judy Wasylycia-Leis.
Acting Members present: Ian Murray for Ted McWhinney, Marcel Proulx for Karen Redman
In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.
Witnesses: From the Canadian Institutes of Health Research: Pierre Richard, Executive Director, CIHR Transition Secretariat; David Hoye, Director of Policy and Goverment Relations, CIHR Transition Secretariat. From the Medical Research Council of Canada: Karen Mosher, Executive Director. From Justice Canada: Glenn Rivard, General Counsel.
Pursuant to its Order of Reference of Monday, November 29, 1999, the Committee resumed consideration of Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, December 2, 1999 , Meeting No. 8).
The Committee resumed Clause-by-Clause consideration of the Bill.
The Chair called Clause 20, and the witnesses answered questions.
It was agreed, -- That the Committee table a Report to the House, immediately after reporting Bill C-13 to the House, that states the following:
" a) In light of the diversity of interests that must be balanced in achieving the objective of the Canadian Institutes of Health Research, the Committee recommends that the Governing Council develop and implement appropriate conflict of interest guidelines for the agency, including the Institutes of Health Research.
b) The Committee recognizes that aboriginal health issues are of significant interest to Canadians and further recommends that the Governing Council of the Canadian Institutes of Health Research take this into consideration when establishing the institutes."
On Clause 20
Judy Wasylycia-Leis moved, -- That Bill C-13, in Clause 20, be amended by adding after line 2 on page 11 the following:
"(5) The members shall not, directly or indirectly, as owner, shareholder, director, officer, partner or otherwise, have any pecuniary or proprietary interest in any business which operates in the pharmaceutical or medical devices industries."
Debate arose thereon.
By unanimous consent, the amendment was withdrawn.
Judy Wasylycia-Leis moved, -- That Bill C-13, in Clause 20, be amended by striking out the word "and" at the end of line 21 on page 10, by adding the word "and" at the end of line 23, and by adding after line 23 the following:
"(d) without limiting the number and function of any other institute, establish a Women's Health Institute which in turn shall fund and provide policy and program direction to the Women's Health Centres of Excellence Program."
After debate, the question being put on the amendment, it was negatived on the following recorded division:

Clauses 27 to 30 carried by unanimous consent.
