Meeting No. 10

Tuesday, December 7, 1999

The Standing Committee on Health met at 9:07 a.m. this day, in Room 269, West Block, the Chair, Lynn Myers, presiding.

Members of the Committee present: Yvon Charbonneau, Ovid Jackson, Réal Ménard, Lynn Myers, Paul Szabo.

Other Members present: Eugène Bellemare, Gordon Earle.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

Witnesses: Round Table I: From the Heart and Stroke Foundation of Canada: Dr. Peter A.R. Glynn, Chair, External Relations Committee. From The Arthritis Society: James I. Davies and Ann Qualmer, Consumer Volunteers. From the National Voluntary Organizations Working in Health: Penelope Marrett, Director, Health Issues. From the National Cancer Institute of Canada: Dr. Jim Till, President and Member, National Board, Canadian Cancer Society.

Round Table II: From the Canadian Nurses Association: Dr. Mary Ellen Jeans, Executive Director. From the Canadian Institute for Health Information: Dr. John Millar, Vice-President. From the National Council on Ethics in Human Research: Dr. Janet Storch, President, Director, School of Nursing, University of Victoria. Pursuant to its Order of Reference dated Monday, November 29, 1999, the committee resumed consideration of Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts. (See Minutes of Proceedings dated Tuesday, November 30, 1999, Meeting no. 6).

The witnesses on Round Table I made opening statements, and along with Ann Qualman, Consumer Volunteer, The Arthritis Society, answered questions.

At 10:49 a.m., the committee was suspended.

At 11:01 a.m., the committee was resumed.

The witnesses on Round Table II made opening statements and answered questions.

At 12:55 p.m., the Committee adjourned to the call of the Chair.
