The Standing Committee on Fisheries and Oceans met at 9:09 a.m. this day, in Room 701, La Promenade Building, the Chair, Wayne Easter, presiding.

Members of the Committee present: Gérard Asselin, Yvan Bernier, John Cummins, John Duncan, Wayne Easter, Bill Gilmour, Nancy Karetak-Lindell, Gerald Keddy, Bill Matthews, Lawrence O'Brien, Marcel Proulx, Carmen Provenzano, Lou Sekora, Paul Steckle, Peter Stoffer.

In attendance: From the Library of Parliament: Alan Nixon, Research Officer.

Witnesses: From the St. Lawrence Economic Development Council: Marc Gagnon, Executive Director; Claude Mailloux, Assistant Executive Director. From the Chamber of Maritime Commerce: Jim Campbell, Vice-President and General Manager. By videoconference, from the Save Our Seas And Shores Coalition: Mary J. Gorman, Spokesperson.

Pursuant to Section 52 of the Oceans Act, the Committee resumed its review of the Act.

The witnesses made opening statements and answered questions.

At 10:55 a.m., the sitting was suspended.

Pursuant to Standing Order 108(2), study on the implications of the September 17th, 1999 Supreme Court decision on R. v. Marshall on the Management of fisheries in the Atlantic Region.

Witness: By videoconference, from the "Association des crabiers gaspésiens Inc.": Maurice Ouellette, Executive Director.

By videoconference, the witness made an opening statement and answered questions.
