MINUTES OF PROCEEDINGS

Meeting No. 40

Thursday, March 2, 2000

The Standing Committee on Fisheries and Oceans met at 9:10 a.m. this day, in Room 269, West Block, the Chair, Wayne Easter, presiding.

Member(s) of the Committee present: Sarkis Assadourian, Yvan Bernier, John Cummins, Wayne Easter, Bill Gilmour, Nancy Karetak-Lindell, Gerald Keddy, Bill Matthews, Lawrence O'Brien, Marcel Proulx, Carmen Provenzano, Lou Sekora, Paul Steckle.

In attendance: From the Library of Parliament: Alan Nixon, Research Officer.

The Chairman presented the Second Report of the Sub-Committee on Agenda and Procedure which is as follow:

It was agreed, - That the Researcher prepare an overview on the discussions held in Washington and British Columbia during the Committee's travel to British Columbia and the West Coast.

It was agreed, - That two Aboriginal groups from the West Coast be invited to appear on the Aboriginal Fishing Strategy;

It was agreed, - That the Minister be invited to appear on April 11 to discuss the ongoing negotiation in regards to the Marshall decision;

It was agreed, - That the Minister be invited to appear on April 12, 2000 in regards to the Main Estimates for the fiscal year 2000-2001;

It was agreed, - That Messrs Mackenzie and Theriault appear before the end of March to discuss the ongoing negotiations in regards to the Marshall decision;

It was agreed, - That the Committee hold hearing and visits in the following areas:

St.-Andrews-by-the-Sea, NB

Maine (place to be determined)

Baddeck, NS

Burin Peninsula, NFLD (places to be determined)

Makkovik, Labrador

Cartwright, Labrador

Charlottetown, PEI (place to be determined)

Cape Sable Island, NS

It was agreed, - That the Committee seek an Order of Reference to travel from March 29 to April 7, 2000 to continue their comprehensive study on Aquaculture, the Review of the Oceans Act and their study on Aboriginal Fishing Strategy through the Maritimes, Maine, Newfoundland, PEI and Labrador.

It was agreed, - To invite the Minister to appear on the Marshall decision;

It was agreed, - To invite the Aquaculture Commissioner to appear.

John Duncan moved, - That the Second Report of the Sub-Committee on Agenda and Procedure be adopted.

After debate thereon, the question being put on the motion, it was agreed to on the following recorded division:

Lou Sekora moved, - That the Committee seek an Order of Reference to travel from March 29 to April 7, 2000 to continue their comprehensive study on Aquaculture, the Review of the Oceans Act and their study on Aboriginal Fishing Strategy through the Maritimes, Maine, Newfoundland, PEI and Labrador and that the Chair table this request at the Committee's Third Report.

And debate continuing.

A lack of quorum being drawn to the attention of the Chair, the meeting was adjourned.

At 10:02 a.m., the Committee adjourned to the call of the Chair.
