Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

Mr. Grose (Oshawa), from the Standing Committee on Public Accounts, presented the 6th Report of the Committee (Chapter 28 of the December 1997 Report of the Auditor General). -- Sessional Paper No. 8510-361-44.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 17 and 23) was tabled.

Motions

By unanimous consent, it was ordered, -- That Private Member's Motion M-27, standing in the order of precedence on the Order Paper in the name of Mr. White (North Vancouver), be withdrawn.


Mr. White (North Vancouver), seconded by Mr. Epp (Elk Island), moved, -- That the 2nd Report of the Standing Joint Committee on Scrutiny of Regulations, presented on Tuesday, March 10, 1998, be concurred in.

Debate arose thereon.

The Order was read for the third reading of Bill C-28, An Act to amend the Income Tax Act, the Income Tax Application Rules, the Bankruptcy and Insolvency Act, the Canada Pension Plan, the Children's Special Allowances Act, the Companies' Creditors Arrangement Act, the Cultural Property Export and Import Act, the Customs Act, the Customs Tariff, the Employment Insurance Act, the Excise Tax Act, the Federal-Provincial Fiscal Arrangements Act, the Income Tax Conventions Interpretation Act, the Old Age Security Act, the Tax Court of Canada Act, the Tax Rebate Discounting Act, the Unemployment Insurance Act, the Western Grain Transition Payments Act and certain Acts related to the Income Tax Act.

Mr. Massé (President of the Treasury Board) for Mr. Martin (Minister of Finance), seconded by Mr. Dion (President of the Queen's Privy Council for Canada), moved,

-- That the Bill be now read a third time and do pass.

Debate arose thereon.

Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Godin (Châteauguay), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-28, An Act to amend the Income Tax Act, the Income Tax Application Rules, the Bankruptcy and Insolvency Act, the Canada Pension Plan, the Children's Special Allowances Act, the Companies' Creditors Arrangement Act, the Cultural Property Export and Import Act, the Customs Act, the Customs Tariff, the Employment Insurance Act, the Excise Tax Act, the Federal-Provincial Fiscal Arrangements Act, the Income Tax Conventions Interpretation Act, the Old Age Security Act, the Tax Court of Canada Act, the Tax Rebate Discounting Act, the Unemployment Insurance Act, the Western Grain Transition Payments Act and certain Acts related to the Income Tax Act, be not now read a third time but be referred back to the Standing Committee on Finance for the purpose of reconsidering Clause 241.''

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Ms. St-Jacques (Shefford), seconded by Mr. Dubé (Madawaska -- Restigouche), -- That, in the opinion of this House, the government should review the level at which the child benefit is indexed; (Private Members' Business M-198)

And of the amendment of Mr. Crête (Kamouraska -- Rivière- du-Loup -- Témiscouata -- Les Basques), seconded by Mr. Bernier (Bonaventure -- Gaspé -- Îles-de-la-Madeleine -- Pabok), -- That the motion be amended by deleting all of the words after the word ``review'' and substituting the following:

      ``the possibility of fully indexing the child benefit.''

The debate continued.

Pursuant to Order made Tuesday, March 24, 1998, the question was deemed put on the amendment and a recorded division was deemed requested and deferred until Tuesday, March 31, 1998, at the expiry of the time provided for Private Members' Business.
