Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Collenette (Minister of Transport), seconded by Mr. Scott (Solicitor General of Canada), Bill C-58, An Act to amend the Railway Safety Act and to make a consequential amendment to another Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

      His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the Railway Safety Act and to make a consequential amendment to another Act''.

The Order was read for the second reading and reference to the Standing Committee on Aboriginal Affairs and Northern Development of Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management.

Ms. Marleau (Minister for International Cooperation and Minister responsible for Francophonie) for Mrs. Stewart (Minister of Indian Affairs and Northern Development), seconded by Mr. Scott (Solicitor General of Canada), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

Debate arose thereon.

Mr. Konrad (Prince Albert), seconded by Mr. Bailey (Souris -- Moose Mountain), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management, be not now read a second time but that it be read a second time this day six months hence.''
