The House resumed consideration of the motion of Mr. Hermanson (Kindersley–Lloydminster), seconded by Mr. Speaker (Lethbridge), — That Bill C–250, An Act to amend the Parliament of Canada Act and the Canada Elections Act (confidence votes), be now read a second time and referred to the Standing Committee on Procedure and House Affairs.

Pursuant to Standing Order 76.1(12), Mr. Rock (Minister of Justice and Attorney General of Canada), seconded by Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), moved, — That Bill C–95, An Act to amend the Criminal Code (criminal organizations) and to amend other Acts in consequence, be concurred in at report stage with amendments.

The question was put on the motion and it was agreed to.

Accordingly, the Bill, as amended, was concurred in at report stage and, by unanimous consent, ordered for a third reading later today.

Mr. Rock (Minister of Justice), seconded by Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), moved, — That the Bill be now read a third time and do pass.

By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Kilger (Stormont–Dundas), moved, — That, no later than fifteen minutes before the expiry of the time allotted for the consideration of Government Orders on Tuesday, April 22, 1997, all questions shall be put without further debate or amendment as are required at that time for the disposal of the third reading stage of Bill C–93, the report stages and third reading stages of Bills C–37, C–39 and C–40 and the second reading stage of Bill C–75.

By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Kilger (Stormont–Dundas), moved, — That, in accordance with subsection 54(3) of the Act to extend the present laws of Canada that provide access to information under the control of the Government of Canada, Chapter A–1 of the Revised Statutes of Canada 1985, this House approve the re-appointment of John Grace as Information Commissioner, to hold office until December 31, 1997.
