Presenting Reports from Committees

Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 61st Report of the Committee, which was as follows:

One of the guidelines with respect to the conduct of Question Period in the House of Commons is that a question should not anticipate a debate scheduled for the day. [See, for instance, Beauchesne’s, Sixth Edition, citations 409(12), 410(14).] The Committee recommends that the Speaker should no longer apply this guideline, and that questions that anticipate Orders of the Day should not be ruled out of order on that basis alone.
A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 3, which includes this Report) was tabled.

Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 62nd Report of the Committee (Vote 20 under PRIVY COUNCIL). — Sessional Paper No. 8510-351-88.
