Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Manley (Minister of Industry), for Mr. Young (Minister of Transport), seconded by Mr. Ouellet (Minister of Foreign Affairs), Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport''.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. de Savoye (Portneuf), seconded by Mr. Lavigne (Beauharnois -- Salaberry), Bill C-234, An Act to amend the Criminal Code (facsimile advertising), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. de Savoye (Portneuf), seconded by Mr. Lavigne (Beauharnois -- Salaberry), Bill C-235, An Act to amend the Canada Post Corporation Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. McTeague (Ontario), seconded by Mr. McKinnon (Brandon -- Souris), Bill C-236, An Act to amend the Members of Parliament Retiring Allowances Act (at age 60, 10 years service), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

Mr. McWhinney (Vancouver Quadra), seconded by Mr. McTeague (Ontario), moved, -- That the 1st Report of the Standing Joint Committee on the Library of Parliament, presented to the House on Tuesday, March 22, 1994, be concurred in.

The question was put on the motion and it was agreed to.


By unanimous consent, it was ordered, -- That, pursuant to the Memorandum of Agreement between the Speaker of the House of Commons and the National Archivist of Canada dated June 8, 1993, all documents presented to a committee of the House of Commons sitting in camera and any other documents so designated by the Speaker which have been or will be deposited in the National Archives of Canada for safekeeping, including any such records deposited prior to the date of the Memorandum of Agreement, shall be identified as Secret Records;

That, Secret Records shall not be made available by the Archivist to any person for a period of thirty (30) years from the close of the Parliamentary session in which the Secret Records were created, unless the House of Commons or one of its committees directs otherwise; and

That, twelve (12) months before the expiry of the thirty (30) year delay, the Archivist will inform the Speaker that unless the Speaker directs otherwise, the secret documents will be made public according to the terms of aforementioned Memorandum of Agreement.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Allmand (Notre-Dame-de-Grâce), one concerning housing policies (No. 351-0180);

-- by Mr. Althouse (Mackenzie), one concerning the Senate (No. 351-0181);

-- by Mr. Morrison (Swift Current -- Maple Creek -- Assiniboia), three concerning the parole system (Nos. 351-0182 to 351-0184) and one concerning euthanasia (No. 351-0185).

Presenting Reports from Committees

By unanimous consent, Mr. MacDonald (Dartmouth), from the Standing Committee on Fisheries and Oceans, presented the 1st Report of the Committee (Atlantic Fisheries Adjustment Programs). -- Sessional Paper No. 8510-351-5.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings and Evidence (Issue Nos. 1, 3 to 7 and 8, which includes this Report) was tabled.

Questions on Order Paper

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to a question on the Order Paper.

GOVERNMENT ORDERS

The Order was read for third reading of Bill C-18, An Act to suspend the operation of the Electoral Boundaries Readjustment Act.

Mr. Robichaud (Secretary of State (Parliamentary Affairs)), for Mr. Gray (Leader of the Government in the House of Commons), seconded by Mr. Massé (President of the Queen's Privy Council for Canada), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

Mr. Harper (Calgary West), seconded by Mr. Hermanson (Kindersley -- Lloydminster), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

      ``Bill C-18, An Act to suspend the operation of the Electoral Boundaries Readjustment Act, be not now read a third time but that it be read a third time this day three months hence.''

Debate arose thereon.
