By unanimous consent, it was ordered, — That on Thursday, October 6, 1994, the House shall continue to sit from 6:30 to 9:00 p.m. for the sole purpose of continuing consideration of Government Business No. 15;

That, during the aforementioned period of time, the Chair shall not receive any dilatory motion or quorum call;

That, during the aforementioned period of time, if no Member rises to speak, the Speaker shall declare the debate adjourned; and

Government Orders

The House resumed consideration of the motion of Mr. Dingwall (Minister of Public Works and Government Services), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), — That Bill C–52, An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts, be now read a second time and referred to the Standing Committee on Government Operations;

And of the amendment of Mr. Marchand (Québec East), seconded by Mr. Asselin (Charlevoix), — That the motion be amended by striking out all the words after the word “That” and substituting the following:

“this House declines to give second reading to Bill C–52, An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts, because the principle of the Bill does not provide for a specific code of ethics to be put in place aimed at making transparent the contracting process and the acquisition of all goods and services by the Department of Public Works and Government Services Canada.”

The debate continued.

Private Members’ Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members’ Business.

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C–256, An Act to amend the Income Tax Act (transfer of income to spouse).

Mr. Szabo (Mississauga South), seconded by Mrs. Bakopanos (Saint-Denis), moved, — That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members’ Business expired and the Order was dropped from the Order Paper.

Proceedings on Adjournment Motion

At 6:30 p.m., pursuant to Standing Order 38(1), the question “That this House do now adjourn” was deemed to have been proposed.

After debate, the question was deemed to have been adopted.
