RCMP Management Action Plan in Response to Recommendation 5.60 of Audit of Preventing Illegal Entry into Canada

About the Report

The audit objective was to determine “whether selected Government of Canada systems and practices to prevent illegal entry of people into Canada are working as intended”.   The audit focused on the RCMP and the CBSA.  Within the RCMP, particular emphasis was placed on assessing the Integrated Border Enforcement Teams and Marine Security Enforcement Teams.  The OAG report includes four recommendations, one of which is addressed to the RCMP as detailed below.   

Recommendation 5.60: The Royal Canadian Mounted Police should develop and fully implement a framework to measure and monitor the performance of its border law enforcement activities.

Management Response in OAG Audit Report: Agreed.  The Royal Canadian Mounted Police will establish a working group with a mandate to review and propose changes to the existing RCMP Program Alignment Architecture (PAA) and Performance Measurement Framework (PMF), with a full implementation deadline of fiscal year 2015-16.  The revised PAA, PMF will reflect the re-engineered Federal Policing service delivery model and will better guide the Federal Policing senior management team’s resource allocation decisions to be based on program requirements, resource availability, financial constraints, performance metrics, threat assessments, operational priorities, and risks.

Management Action Plan (MAP): Establish systems and practices for the collection of information.  This will include systems in place to record and retrieve statistical data related to illegal entry into Canada.  The RCMP will also ensure practices are in place to capture within Records Management Systems to accurately reflect intercepting illegal entry into Canada.  Responsible Business Line: Federal Coordination Centre, Operational Information Management.

Original Completion Date:  March 31, 2015

Develop and test a new Federal Policing PAA and PMF.  The new PAA/PMF will be consistent with the new Federal Policing Service Delivery Model.  Responsible Business Line: Federal Policing Strategic Planning and External Relations. 

Anticipated Completion Date:  March 31, 2016

MAP Update as of November 2014:    Development of systems to capture more detailed performance information is underway. Federal Policing Operational Information Management (FP-OIM) has been identified as the source for data on new performance metrics for border-related investigations in keeping with the new PMF. An FP Performance Measurement Working Group has been developed to support the implementation of the new FP PMF. The Working Group is responsible for confirming the data definition and sources, including the definition of "border-related investigations". Original Completion Date:  March 31, 2015

A revised RCMP PAA, reflecting the new Federal Policing Service Delivery Model, was finalized and submitted to Treasury Board Secretariat (TBS) in July 2014. An accompanying PMF was developed to conform with the TBS policy on Management, Resources and Results Structure (MRRS). The PMF was approved by RCMP Commissioner Paulson and submitted to TBS in November 2014. Both documents will take effect during the 2015-16 fiscal year. Original Completion Date:  March 31, 2016
